IN THE face of such visible incompetency in the State Government, it's no wonder that the business and professional leaders of NSW have decided to take the planning for the underpinnings of future growth into their own hands. The initiative of the NSW Business Chamber in launching its campaign called "NSW: Reclaiming 1st" can only be applauded, and the Herald lends its full encouragement.
